I later downloaded the version without the JDK and installed JDK separately. Do not install SQL Developer into an existing sqldeveloper directory. Either delete the existing sqldeveloper directory first, or ensure that the new SQL Developer version is installed into a different location. Check the integrity of the files: If the files for SQL Developer are damaged or missing, it may not be able to open properly. Try re-downloading and installing SQL Developer.
