Given an array like [3,2,2,3] and val = 3, you need to modify it in-place to [2,2,_,_] and return 2, the count of elements not equal to 3. Unlike LeetCode 26, the array isn’t sorted, and we’re targeting a specific value, not duplicates. The problem statement clearly asks us to modify the array in-place and it also says that the element beyond the new length of the array can be anything. Given an element, we need to remove all the occurrences of it from the array. We don't technically need to remove that element per se, right?
