Web Reference: Aug 27, 2023 · If you want to display all characters in CSV as they are displayed in the Excel file, save it as a CSV UTF-8 file. UTF-8 format enables text editors to properly interpret and display special characters. Open the file in Notepad++ and click Encoding->Convert to UTF-8. (Do not click Encode in UTF-8 because it won't actually convert the characters.) Simply drag your CSV file in the left drop zone. The file will be automatically converted to UTF-8 without the data ever leaving your browser! When the conversion is done, the right rectangle will be displayed with a green border. Click it to download your converted file.
