If you're talking about the spawning platform, top slabs are used because mobs do not pathfind to other slabs so you don't get mobs that try to pathfind to a block thus resisting the water flow. And you don't have to make it so you can't place blocks, just normal full size ones. You can keep half slabs, just make it similar to the idea that you can't place red stone on fences.
