Web Reference: Robert Francell Chew[1] (December 28, 1960 – January 17, 2013) was an American acting coach and actor. [2] He was best known for portraying drug kingpin Proposition Joe on the HBO drama series The Wire. He was the Financial Secretary at Christ of the Hills United Methodist Church for 14 years, an active facilitator for Grief Recovery groups and served as a Stephen Minister. His passion for genealogy led him to write and publish a book on the history of the Chew Family which was published in 1982. He was a Black actor and acting coach. He graduated from Patterson Park High School in Baltimore, Maryland, and then studied music at Morgan State University. Chew acted in plays nationwide and taught young actors for many years.
