There's a chance I'm missing stuff in Java that regenerates health, but basically your health doesn't regenerate unless you have a full food bar or apply the regeneration effect to your player character in some way, shape, or form. I used to have a constant regeneration effect but I had village spawn point, healing campfire, and CTOV and when I un-installed healing campfire it worked. I'm 99% sure it was because of campfires in the village.
